The magnetic leads are not mark polarity of the voltage. Is it safe to use connect to the battery ? Can I use it to charge my cellphone using Alkaline batteries ?

AmishBill TL;DR- NO.
This is designed to use a single li-ion rechargeable. These batteries are typically 4.2v. An Alkaline maxes at 1.5v. So, no. You should not try to use (or charge!) alkaline batteries with this.
