1. The spec does not tally, on the label is 3-24V 2.5A. 2. The lowest voltage is about 3.25V so that the spec on web is correct. 3. The highest voltage is about 24.7V. It is OK. 4. There is noise when the output voltage is less than 6V. 5. Checked output current reaches 1.9A at 24V.
