It is really working! Cold air is generated by vortex tube and delivered by flexible hose (inside blue parts of the vest) and some holes in hose. I would like XL or XXL vest available (no sizes options to choose from). Anyway, the important thing is that cooling . I will try to adapt to another DIY vest. Here, some thermo-pictures made with CAT S60 phone. Can see the hot air generated at free end of vortex tube, and cold air in the flexible hose.

it works great and it is very cool ,but only problem with this thing is too small if u over 170 lbs then it is too small for u ,size not good for North American !!
