Birdman yes, I have connected the camera using an Samsung phone. The camera should appear in the phones Wi-Fi settings.

Birdman mine did not include a CD either,; there is a link on the product page to down load a zip file with the needed software

Birdman yourcomputer requires a device driver to communicate with the grbil control board. CH340 USB driver is the one I used. the com-port will need to be configured in the device manager. I believe the baud rate was 9600.
