Q: Does it overlay normal video with the IR image, like other cameras do?

izanette I don't have this camera, but usually the ones that do the overlay have an IR camera and a normal camera. This one seems to have only an IR camera, therefore, it does not do the overlay.

izanette This is the nice thing about this technology, it does not need electricity to keep the image on the display. You need to find an arduino sketch for this module so it can update the image on the display. Search for "waveshare e paper arduino library"

Q: What is the diameter of the bits? 4mm? 6.5? Or something different?

izanette Sim, é isso mesmo. Use um micrômetro (ou paquímetro) para medir a altura do dispositivo e depois desconte esse valor para zerar o Z.
