Durnsy Have you tried to activate USB debugging by going through the device settings, tap on " about device" go to build number, start tapping on build number until it says developer. Then go back to main settings menu and there should be a new option called developer options. In there you should find USB debugging
Q: So is this a programmer or just another scanner?
