Mehemed Ballast is only for HID bulbs, not for LED. Some LED's have driver/controller, this doesn't have.

Q: Is this suitable for right hand drive vehicles such as in England?

Mehemed I think it is, because bulb is same on both side, and LHD or RHD beam pattern depends on headlight design, so if you have headlights for RHD you will have beam pattern for right hand drive.
