Perkint Yep - the app works fine without needing to be signed in to your home WiFi.

Perkint It is just an LED. If you want to dim it, this can be done depending on your choice of driver eg mean well LDDs will happily drive this and accept 0-5V PWM dimming so can dim between completely on and completely off and anything between
