If they can't be filled, then simply get a spring from a retractable biro pen and cut it in half with some snips, that will do 2 shockers, so you'll need 2, insert them inside the shocker, and bingo, decent shockers that don't sag. That's what I've done on my MN99, works a treat for very cheap.
